The department of Health & Human Services wants pot downgraded, becoming a “Schedule 3” drug, the same category as anabolic steroids and codeine. Twenty-three states, including Colorado, already allow recreational marijuana use. Re-classifying it as a lower-risk drug could “weed out” obstacles for cannabis scientists and businesses.
